Haven Path is a mission-driven organization that helps Medi-Cal members in California navigate their journey to housing stability. We specialize in Housing Transition Navigation Services (HTNS), Housing Tenancy and Sustaining Services (HTSS), and Transitional Rent Administration—critical supports for individuals experiencing or at risk of homelessness.

Rooted in compassion and backed by experience, we provide one-on-one support to help individuals:

  • Find and apply for safe, affordable housing

  • Understand their housing rights and responsibilities

  • Build the skills to maintain long-term tenancy

  • Access short-term rental assistance through Transitional Rent

  • Navigate complex systems like Medi-Cal, Coordinated Entry, and social services

We also work directly with landlords to expand access to housing for individuals with low or no income. We help establish rental agreements for non-Medi-Cal individuals—such as those recently unemployed or unstably housed—by negotiating reduced or income-based rent arrangements. Our goal is to remove barriers to housing by building trusted relationships with property owners and helping them feel confident in offering units to residents who might otherwise be excluded from the market.

Our team uses a trauma-informed, culturally responsive approach, working hand-in-hand with local housing authorities, managed care plans, and community partners to ensure every person we serve has a stable path forward.

Leadership

  • Devon D. Burnett MBA

    Co-Founder, Executive Director

    Devon D. Burnett is the Executive Director and Co-Founder of Haven Path, a mission-driven organization dedicated to helping Medi-Cal members secure and sustain safe, stable housing. Raised as a Medi-Cal beneficiary and having experienced homelessness during his youth, Devon brings both lived experience and professional expertise to advancing housing and health equity across California.

    Since beginning his career in healthcare administration in 2012, Devon has worked alongside executives at leading health systems—including UCSF Health, Kaiser Permanente, Sutter Health, and UC Davis Health. In these roles, he led initiatives focused on Medi-Cal populations, social determinants of health, and systems transformation. He witnessed firsthand how housing instability disrupts care continuity, prevents effective disease management, and undermines patient well-being—insights that continue to shape his belief that housing must be recognized as a core component of healthcare.

    As a former Government Healthcare Consultant with Mercer, Devon worked directly with Executive leaders at the California Department of Health Care Services (DHCS) to assess the funding needs and policy requirements for CalAIM’s Enhanced Care Management (ECM) and Community Supports. He helped design capitation rate models that now serve as the foundation for how Medi-Cal Managed Care Plans fund and deliver these critical services statewide.

    At Haven Path, Devon leads the organization’s delivery of Housing Transition Navigation Services (HTNS), Housing Tenancy and Sustaining Services (HTSS), and Transitional Rent Administration. Under his leadership, Haven Path partners with MCPs, housing authorities, and community-based providers to eliminate systemic barriers and provide trauma-informed, culturally responsive care.

  • Barbara Burnett

    Co-Founder, Community Partnerships Director

    Barbara Burnett is the Co-Founder of Haven Path and a passionate advocate for housing stability, dignity, and access to care. Drawing from both professional experience and deep-rooted compassion, Barbara helped launch Haven Path with a vision to support vulnerable Californians—particularly those navigating poverty, housing insecurity, and the complexities of the Medi-Cal system.

    With a background in After School Program Administration, Barbara brings a unique perspective on how housing instability directly impacts children’s academic success, behavior, and emotional well-being. She has worked closely with families facing housing challenges and understands the broader ripple effects that unstable housing has on learning, family structure, and community engagement.

    At Haven Path, Barbara leads community partnerships, client outreach, and program coordination. She is known for her warm presence, administrative strength, and unwavering commitment to helping individuals and families overcome barriers to stability.

    Barbara has a natural gift for identifying resources and connecting people to critical services—whether it’s housing, healthcare, food assistance, or emotional support. Her ability to build trust and navigate complex support systems makes her an essential bridge between community members and the care they need.
